Gambling Act 2005



The Gambling Act is a regulatory system to govern the provision of all gambling in Great Britain, other than the National Lottery and spread betting.


The Gambling Commission| is a unified regulator for gambling in Great Britain. The Commission and licensing authorities share between them responsibility for matters previously regulated by licensing justices.


On 5 December 2006 the statement of gambling policy was adopted by full council. The policy statement has been drawn up in accordance with guidance issued by the Secretary of State for Culture Media and Sport (DCMS) and followed a consultation period. 


The purpose of the statement of gambling policy| is to show how the council as a licensing authority will promote the three licensing objectives of the Act in carrying out its functions. The three licensing objects are:

  • Preventing gambling from being a source of crime or disorder, being associated with crime or disorder or being used to support crime;
  • Ensure that gambling is conducted in a fair and open way, and
  • Protecting children and other vulnerable persons from being harmed or exploited by gambling

The Council will continually review its policy with full consultation every 3 years.


Premises licences|

These are granted by licensing authorities and authorise the provision of facilities on:

  • Casino premises
  • Bingo premises
  • Betting premises, including tracks
  • Adult gaming centres and
  • Family entertainment centres
