(NOTE: The delegations set out below must be read in conjunction with the following ‘General’ delegation to the Chief Executive and all Heads of Business Units (see also page 92 above):-

Approval to manage their staffing establishment, in consultation with the Head of Resources and strictly in accordance with overall Council policy, specific central personnel policies and the budgets set out in annual Business Plans. This authority to include the appointment of staff where the post(s) will be self financing)

 

1.0    DELEGATION TO THE HEAD OF RESOURCES AND CABINET MEMBER

 

1.1       (a)        Requests for retirement on the grounds of efficiency of the service/redundancy in

accordance with Local Government Pension Scheme Regulations 1997 (as amended) and the Local Government (Discretionary Payments) Regulations 1996 following recommendations from the appropriate Director in respect of the following discretions:

 

(i)                  retirement with immediate benefits         )

) in line with Council policy.

(ii)                added years                                                      )

 

(b)        Requests for retirement rule 85 in accordance with Local Government Pension Scheme Regulations 1997 as amended.

 

1.2       (a)        Voluntary Severance Payments Scheme:  Following consultation

                        procedures, to make payments under the terms of the Local Government 

                       (Discretionary Payments) Regulations 1996.

 

(b)               On retirement to award maximum discretionary compensation (max 66 weeks) to those aged over 50 but less than 63 in lieu of added years.

 

1.3       To approve additional posts and allowances outside of approved Business Plan and/or budgets.

 

 2.0     DELEGATION TO THE HEAD OF RESOURCES, THE HEAD OF STRATEGIC RESOURCES, THE HR OPERATIONS MANAGER AND THE HR STRATEGIC MANAGER WHERE APPLICABLE TO SERVICES UNDER THEIR RESPECTIVE CONTROL

 

1.1         To implement and review the Private Medical Insurance Scheme including the annual premium.

 

2.2         To implement and review the Leased Car Scheme.

 

2.3         To review the Personnel Policies and update the Personnel Handbook.

 

2.4         To review the Staff Dress Allowance annually on 1st April each year and to increase the value in accordance with the Retail Price Index.

 

2.5         To revise annually the level of allowances within the Relocation Package in line with the Retail Price Index.

 

2.6     To revise annually Officers’ Accommodation Rates in line with the average increase in the charges for selected hotels.

 

2.7     To revise annually on 1st January Long Service Gifts to employees leaving the service of the Council to the nearest £5 in accordance with the Retail Price Index.

 

 

2.8       To approve the Terms and Conditions of staff out of hours standby schemes.

 

2.9       To approve the employment of close relatives.

 

3.0    DELEGATION TO HEADS OF BUSINESS UNITS WITH THE HEAD OF RESOURCES/HR OPERATIONS MANAGER

 

3.1    To implement and approve renewal of employees cars in accordance with the Leased Car Scheme.

 

3.2    Requests for Testimonials in accordance with Council policy.

 

3.3    To grant accelerated increments in situations of outstanding contribution to the Council’s services, academic success and as an aid to retention of staff.

 

3.4    To consider immediate honorarium payments when the need to cover a higher graded post becomes necessary (in line with old paragraphs 35(a) and 35(b)), or where staff have made an outstanding contribution to the Council’s services.

 

3.5    The ability to be flexible in the placement in grades when employees are promoted or regraded.

 

3.6    Payment of Gratuities in accordance with the Local Government (Discretionary Payments) Regulations 1996, to those employees who are not members of the scheme (by virtue of failing the required medical clearance) when they retire at normal retirement age or on the grounds of permanent ill health or redundancy for staff aged 50 and over.

 

(NOTE:            In cases involving staff of Director grade or above, the involvement of a Cabinet Member is required).

 

3.7    To consider and approve requests from staff to retire on ill health grounds and to agree the release of preserved pension benefits of ex-employees on medical grounds in accordance with the Local Government Pension Scheme Regulations 1997 (as amended).

 

3.8    To operate discretionary powers relating to gratuities on death in accordance with the Local Government (Discretionary Payments) Regulations 1996.

 

3.9    To grant ex gratia payments to employees for damage or loss of personal items such as clothing or glasses resulting from an accident whilst undertaking authorised duties.

 

3.10  To formally extend the probationary period for new employees by not normally more than two periods of 12 weeks.

 

3.11  To approve Officers’ reasonable expenses in excess of the standard subsistence and accommodation allowance rates.

        

3.12  To consider providing assistance towards rehousing of service tenants when service tenancies come to an end through normal, early or ill health retirement or redundancies.

 

3.13  To approve the advertising of internal and external vacancies.

 

3.14  To authorise payment of overtime for Officers M&P1 and above.

 

3.15  To pay Injury Allowances up to the maximum level as a percentage of pay set by Council policy.

 

 

3.16  To consider and approve requests from ex-employees for the release of preserved pension benefits on compassionate grounds in accordance with the Local Government Pension Scheme Regulations 1997 (as amended).

 

3.17  To authorise and implement new car mileage rates and allowances for  (Essential/Casual/Leased) car users.

 

3.18  To approve requests for special leave.

 

3.19  To approve additional posts/hours covered by existing budgets.

 

3.20  To approve a restructuring within approved budgets, after taking into account costs of redundancy, added years, salary protection and other associated costs.

 

3.21  To authorise temporary secondment of Officers to Trade Union duties.

 

 

4.0    DELEGATION TO HEADS OF BUSINESS UNITS

 

4.1    To agree the payment of a Staff Dress Allowance and Telephone Allowance to members of staff appointed to posts attracting these allowance.

 

4.2        To authorise payment of overtime within established budgets up to SCP29.

 

4.3    To implement and monitor the Personnel policies, procedures and best practice as set out in the Personnel Handbook.

 

4.4    To implement and authorise the Maternity Support Leave Provisions as agreed by Bournemouth Council.

 

4.5    To authorise Compassionate Leave within the agreed policy.

 

4.6    To consider and if appropriate approve annual leave or flexi leave at short notice for an employee following the death of any other relation or friend not included in the Compassionate Leave Policy.

 

4.7    To grant reasonable time off with pay for employees attending job interviews with other Business Units of this authority and other Local Authorities dependent on the location, travel arrangements and interview programme etc.

 

4.8    To approve study leave for employees being a half day for each subject to a maximum of 3 days.

 

4.9    To apply the flexible working hours scheme.

 

4.10  To consider requests from employees to engage in any other regular employment for which payment is received.

 

4.11  To approve initial base line eye testing for employees in designated Display Screen Equipment posts and thereafter every two years.

 

4.12  To approve carry over of annual leave from one leave year to another.

 


5.0     WITHDRAWAL OF AUTHORITY

 

5.1       The authority to exercise any of the above delegations may be withdrawn at any time by the appropriate Head of Business Unit.
