1.0     DELEGATIONS TO THE DIRECTOR OF THE BIC/PAVILION (GENERAL MANAGER)

 

1.1     To close either the whole or part of the BIC/Pavilion for (a) essential maintenance or for security purposes; and (b) for particular conferences/exhibitions/events.

 

1.2     Within the overall strategy set by the Cabinet, authority to vary all fees and charges of all services under the Director's control to encourage use, thereby maximising income.

 

1.3     In consultation with the Head of Resources to negotiate commercial rents and leases.

 

1.4     To book artistes and promote events and to set the necessary admission charges.

 

1.5     In consultation with the Head of Resources, authority to appoint staff where based upon his commercial judgement, the post(s) will be self-financing.

 

1.6     To apply for a temporary Cinematograph licence for the venues under his/her control as and when required.

 

1.7     Authority to permit the premises to be used by MPs/Councillors for surgeries and to levy an appropriate rental.

 

1.8         To negotiate and agree facility fees for Media Coverage of events.

 

1.9     Authority, together with the Head of Entertainments and Events, to negotiate ‘special’ daily/weekly rates (or part weekly rates). These special rates to apply to existing users of the Winter Gardens who would find difficulty in meeting increased charges of £1,000.

 

 

2.0     WITHDRAWAL OF AUTHORITY

 

The authority to exercise any of the above delegations, may be withdrawn at any time by the Director or appropriate Head of Business Unit.
