RESPONSIBILITY FOR FUNCTIONS THAT ARE NOT TO BE THE RESPONSIBILITY OF THE CABINET
Function
Functions relating to Town and Country Planning and Development Control as
specified in Section A Schedule 1 to the Local Authorities (Functions and
Responsibilities) (England) Regulations2000 as amended by the Amendment
Regulations 2001 (SI 2001 No.2212) (together known as the Functions Regulations).
Decision Making Body: Planning Board
Function
All functions of the Council relating to Licensing and Registration as set out in
Section B Schedule 1 to the Functions Regulations.
Decision Making Body: Licensing Board (with the exception of functions b26, b27, b28, b37 and b38 which will be the responsibility of the Planning Board– safety certificates for sports grounds, fire certificates, registration of common land and village greens)
Function
Functions relating to Health and Safety under "any relevant statutory provision"
within the meaning of Part 1 of the Health and Safety at Work Act 1974 to the extent
that those functions are discharged otherwise than in the Councils capacity as employer as specified in Section C to Schedule 1 of the function regulations.
Decision Making Body: Full Council with appropriate delegations to Directors and Heads of Business Unit.

Function
All the functions of the Council in relation to Elections in Section D of Schedule 1 to the Functions Regulations.
Decision Making Body: Full Council with appropriate delegations to the Council’s Returning Officer
Function
All the functions of the Council specified in Sections E, F and G to Schedule 1 of the Functions Regulations in relation to a) the name and status of areas and individuals b) the making, amending, revoking or re-enacting of byelaws and orders c) the promotion of or opposition to local personal bills.
Decision Making Body: Full Council
Function
All the functions of the Council in relation to pensions in Section H of schedule 1 to the Functions Regulations.
Decision Making Body: Full Council subject to appropriate delegations to the Head of Resources.
Function
All the functions of the Council relating to Public Rights of Way and to applications to modification of the definitive map (including creating rights of way on bridle ways etc. and reclassifying roads as public paths) in Section 1 of Schedule 1 of the Functions Regulations.
Decision Making Body: Planning Board subject to appropriate delegations to the Heads of Technical Services and Planning and Transport.
Function
The exercise of powers relating to the Regulations of the use of Highways as set out in Schedule 1 to the Functions Regulations.
Decision Making Body: Licensing Board subject to delegations to the Head of Public Protection.
Function
All functions of the Council relating under Sea Fisheries legislation.
Decision Making Body: Full Council
Function
Power to make Standing Orders, Rules of Procedure and Financial Regulations.
Decision Making Body: Full Council
Function
The duty to approve the Council Tax, Council Tax Base, Budget, Borrowing Limits, statement of accounts, income and expenditure and balance sheets.
Decision Making Body: Full Council
Function
Power to make payments and provide other benefits in cases of maladministration
Decision Making Body: Standards Board
Function
The functions of the Council relating to the preservation of trees and protection of hedgerows
Decision Making Body: Planning Board

Appointment of Directors and Chief Executive
Decision Making Body: Full Council through the agency of an appointments panel as appropriate

Decision Making Body: Delegated to the appropriate Directors and Heads of Business Unit in accordance with the Council Scheme of Delegation

Establishment of an Independent Remuneration Panel and approval of the Scheme of Members allowances upon recommendation of the Independent Panel.

Function
Duty to designate officer as the Head of the Authorities Paid Service, the Monitoring Officer and Chief Financial Officer and provide appropriate staff and support
