37 Banking Arrangements & Cheques
37.1 Overview
The Council operates a number of bank accounts for the collection and payment of money. All receipts and payments of the Authority are made through these accounts.

37.2 Responsibility/Accountability
37.2.1 Section 151 Officer (click here for all responsibilities for the Section 151 Officer)
All arrangements with the Council’s bankers.
Authorised to open any account deemed necessary.
Approval of relevant stationery.
Arranging safe custody of stationery.
Ensuring reconciliation of Council’s Bank Accounts.
37.2.2 Business Unit Heads (click here for all responsibilities for Business Unit Heads)
Consulting and agreeing with the Section 151 Officer all arrangements for the opening, closing and maintenance of any bank account relating to the Council’s business.
Reconciliation of Bank Accounts as agreed with the Section 151 Officer.
37.2.3 Officers (click here for all responsibilities for Officers)
Accountable for operating bank accounts and procedures associated with the paying in and out of Council monies.
37.3 Policy (click here for detailed procedures)
All bank accounts shall bear an official title and in no circumstances shall an account be opened in the name of an individual, with the exception of the Returning Officers Account for election expenses.
Only the Section 151 Officer can make arrangements concerning the Authority’s bank accounts and other than the main account they cannot become overdrawn.
