30 Grant Claims and Bids
30.1 Overview
The Council relies on making successful bids for grants from external organisations to deliver services. Bids need to be comprehensive and comply with relevant Council policies. If successful grant works and administration need to be properly undertaken to ensure no penalties are incurred.
Schools should follow the guidance given in the Schools’ Financial Regulations regarding grant claims and bids.
30.2 Responsibility/Accountability
30.2.1 Cabinet (click here for all responsibilities for the Cabinet)
Approving through the Revenue and Capital budget processes, the making of bids for grant claims and bids.
30.2.2 Section 151 Officer (click here for all responsibilities for the Section 151 Officer)
Signing all bids and claims for which the Council is the Accountable Body or has a financial interest.
Arranging processes ensuring that appropriate grant deadlines are met.
Ensuring that grant records have been kept in accordance with proper practices and are up to date.
30.2.3 Business Unit Heads (click here for all responsibilities for Business Unit Heads)
To comply with the bids and claims processes and grant requirements. Ensuring that staff within their service areas are aware of the policy and follow the detailed procedures for making grant claims.
Identifying and pursuing suitable grant funding and ensuring that any requirements of the funding are met in full by the services in receipt.
Pursuing corporate opportunities for grant funding.

Processes need to be in place to highlight possible future claims, and monitor application deadlines.
All bids and claims must be signed by the Section 151 Officer, through the use of a certification process. (click here for the Grant Application Certificate).
