26 Security of Assets

26.1 Overview

Adequate arrangements for securing assets and ensuring they are used efficiently in service delivery helps safeguard the Authority’s assets.  An up-to-date asset register is a prerequisite for proper asset accounting and sound asset management.

26.2 Responsibility/Accountability

The Head of Law & Corporate Governance will hold all title deeds.

26.2.1 Section 151 Officer (click here for all responsibilities for the Section 151 Officer)

Ensure that an asset register is maintained in accordance with good practice.

Advise Business Unit Heads on matters of security.

In consultation with  Business Unit Heads produce detailed guidance for acquiring assets.

Ensure suitable insurance cover is arranged in consultation with Business Unit Heads.
Should this be the HOLCG in light of insurance and risk management transferring Business Units?

Maintaining a database, in a format approved by the Section 151 Officer for all properties, plant and machinery and moveable assets currently owned or used by the Council within their service areas.

Ensuring that suitable insurance cover in maintained in consultation with the Section 151 Officer.
Should this be the HOLCG in light of insurance and risk management transferring Business Units?

The assets of the Authority must be kept securely in line with the procedures in Part IV of this document.
