31 Staffing
31.1 Overview
In order to provide the highest level of service, and use all it’s resources effectively, it is crucial that the Authority recruits and retains high calibre, knowledgeable staff, qualified to an appropriate level. To ensure the Council remains financially stable and a ‘going concern’ it is essential that staff are properly trained in financial procedures and management and equipped for their responsibilities. Complying with the Council’s Personnel Policies is also essential to protect the Council against losses and minimise risk exposure.
31.2 Responsibility/Accountability

Determining how officer support for executive and non-executive roles within the Authority will be organised.
31.2.2 Chief Executive (click here for all responsibilities for the Chief Executive)
Providing overall management to Officers.
Ensuring that there is proper use of the evaluation or other agreed systems for determining the remuneration of a job.
31.2.3 Section 151 Officer (click here for all responsibilities for the Section 151 Officer)
Providing proper training in financial procedures and management.
Setting out the standards expected from staff dealing with financial matters.
Promoting and encouraging a basic level of financial awareness amongst all staff.

Controlling total staff numbers within their service areas and complying with Personnel Policies, including budget requirements.
Ensuring processes are in place and that Officers are properly trained in financial procedures and management.
31.3 Policy
The Council’s Personnel Policies and procedures are followed at all times.
