Part III - Responsibilities

CHIEF EXECUTIVE

Financial Management Standards

Ensuring the Financial Framework is implemented across the Council.

Revenue Budget Monitoring

Accountable to the Cabinet for ensuring the Council spends within budget.

In exceptional circumstances nominate a Director to intervene or take full management responsibility for a particular Business Unit or part of it.

Capital and Contracts Monitoring

Accountable to the Cabinet for ensuring the Council spends within budget.

Where necessary nominate a Director to assist a Business Unit, or part of it.

The Annual Statement of Accounts

Responsible for signing the Statement of Internal Control which forms part of the annual Statement of Accounts.

Performance Plans

Ensuring Statutory and local plans are produced in accordance with relevant timetables and requirements.

Issuing advice and guidance for the production of performance plans where appropriate. Should this be the Head of Strategic?

Financial Strategy

Ensuring a Financial Strategy is prepared and implemented.

Revenue Budget Preparation

Accountable to the Cabinet for ensuring the budget is prepared in accordance with guidance and the Financial Strategy.

Risk Management & Insurance

Ensuring that the Council operates effective corporate governance arrangements and for completing an annual certificate to this effect.

Internal Audit

Considering any legal proceedings and disciplinary action in consultation with the appropriate Business Unit Head.

External Financial Audit

Working with external auditors and advising the Council, Cabinet , Directors, and Business Unit Heads on their responsibilities in relation to external audit.

Reporting to Council the recommendations made within the External Auditor’s Annual Audit Letter and the actions being taken for their implementation.

Staffing

Providing overall management to Officers. 

Ensuring that there is proper use of the evaluation or other agreed systems for determining the remuneration of a job.

Partnerships

In consultation with Directors’ Management Team determine the most appropriate officer to represent the Authority on partnership and external bodies, in accordance with the relevant agreement.
