130 Grant Claims and Bids

  • All bids for grants must be in accordance with the approved Service Plan.
  • Business Unit Heads must obtain whatever the new one is called Management Team and Cabinet approval, if appropriate, for any bids for new monies.
  • Comprehensive business cases must be produced, which identify associated risks, internal budget provisions including matched funding, and any resource implications.
  • Service Accountancy Support Team must be involved in the preparation of all grant applications.
  • Records supporting any claims, including interim and final claims, must be maintained and available, and reconciled back to the Council’s General Ledger.
  • Interim and final claims must be passed via the Service’s Accountancy Support Team for review prior to submission to the funding body.
  • All claims for funds are made by the due date.
  • In the event that any expenditure or income is deemed as ineligible for grant purposes at any stage, this will be charged against the relevant service budget.  Appropriate action, in conjunction with the relevant Service Accountant, will be taken to minimise the risk and impact on the Council.
  • Grant applications must be notified to the Section 151 Officer using a certificate approved by the Section 151 Officer, along with resource implications.  Click here for the Grant Application Certificate.
  • Where external parties are involved with a financial input, legal agreements will be entered into and agreed with the Head of Law &  Corporate Governance, and no expenditure that is reliant on partners in incurred until agreements have been signed.
  • The Section 151 Officer must be notified of the outcome of all grant applications.
  • If a grant is successful the accounting and financial control procedures required by the funding body and the Section 151 Officer should be implemented.
  • The requirements of the grant will be complied with.
  • The bids and claims comply with the relevant grant and accounting requirements.
