    Definitions

    “Chief Executive” includes any Officer authorised by him to act on his behalf.

    “Director” refers to the Corporate Directors either collectively or individually as defined by Part 2 of the Constitution. 

    The definition of may refer to Directors individually or collectively in the form of Directors’ Management Team.

    “Section 151 Officer” refers to The Head of Resources.

    “Monitoring Officer” refers to the Head of Law and Corporate Governance.

    “Business Unit Head” refers to the relevant Business Unit Head responsible for the Service and includes any Officer of the appropriate Service authorised by him to act on his behalf. 

    In addition any responsibilities allocated to a Business Unit Head will fall equally on a Director where they have specific responsibility for a service, project or policy.

    “Budget Responsible Holder” is who ever a Business Unit Head identifies as being responsible for a budget.

    “Budget” means any item or grouping of items of estimated expenditure or income.

    “Accountability and Responsibility” are referred to within this Framework.  Any officer deemed accountable for a task will remain so even if the responsibility for the completion of the task is delegated.

    “Officer” has the same meaning as in the main body of the Constitution.

    The use of “he” or “him” throughout this Financial Framework should be construed as including “she” or “her”.  Equally, references to the singular include the plural.

    “Capital” and “Revenue” income and expenditure.  Expenditure or income that relates to items giving a benefit to the Council of more than one year is generally classified as capital.  Any other expenditure or income is classified as revenue.  In addition the Council usually regards any item below £25,000 as revenue however this can vary according to the nature of the financing.  If School’s are spending capital funds there is no applicable de-minimis level and all expenditure from these funds is classified as capital in line with separate guidance covering the funds applied.  Any schemes already contained within the assets of the Authority below this level will continue to be treated as capital items.

    Capital Expenditure includes:


    • Acquisition or disposal of land, buildings, and major items of plant, apparatus and vehicles
    • Construction of roads and buildings
    • Enhancement of land, roads and buildings

    Capital Funding includes:

    • Supported Borrowing
    • Unsupported Borrowing
    • Sales of Assets
    • Capital Grants/Contributions
    • Revenue/Reserves
