Part III - Responsibilities

MONITORING OFFICER (Head of Law and Corporate Governance)

Financial Management Standards

Promoting and maintaining high standards of ethics and probity.

Advising on whether a decision is likely to be illegal.

Risk Management & Insurance

Arranging corporate insurance cover, through external insurance and internal funding, including all appropriate employees in a suitable fidelity guarantee insurance policy and offering insurance cover to schools in accordance with Fair Funding arrangements. 

Arranging contingency cover for schools, where existing cover is considered inadequate.

Internal Audit

Maintaining an adequate and effective internal audit function, ensuring that internal auditors have the authority to carry out their duties.

Compiling and maintaining Strategic and Annual Audit Plans.

Consulting with  Business Unit Heads on the audit strategy and cover required.

Investigating promptly any fraud or irregularity of which he becomes aware and reporting it to the Chief Executive where appropriate.

Reporting to Cabinet, the relevant Scrutiny & Review Panel and the Chief Executive on the main issues raised by Internal Audit during the year.

Preventing Fraud and Corruption

Maintaining an adequate and effective audit function.

Ensuring that financial irregularities are reported to Cabinet, relevant Scrutiny & Review Panel, and the Chief Executive where he considers it appropriate.

Investigating all irregularities reported to him or discovered by him. This includes reporting to the Police in appropriate cases where it is suspected that a criminal act has been committed.

Investigating promptly any fraud or irregularity of which he becomes aware and reporting it to the Chief Executive where appropriate.

Lost Property

Monitor the effective operation of this policy.

Partnerships

Promoting and maintaining high standards of conduct with regard to ethics and probity administration in Partnerships.

Work for Third Parties

Advising on the legal implications of any third party proposals.
