TENDER PROCEDURES

15. OPENING AND REGISTRATION OF TENDERS

15.1. Minor Contracts

15.1.1. Where formal tenders have been invited specifying a latest date and time for submission, all duly submitted tenders will be opened after the expiration of the time limit for their delivery, at one and the same time, by at least two Officers authorised by the relevant Director.

15.1.2. Where formal tenders have been invited without specifying a common date and time for receipt, the Director will arrange for them to be opened by at least two Officers authorised by him as soon as received in his office.

15.2. Major Contracts

15.2.1. All tenders submitted will be opened at the Town Hall after the expiration of the time limit for their delivery, at one and the same time, by the Head of Law and Administration and the Head of Financial Services, in the presence of the relevant Director.

15.3. All Contracts

15.3.1. The names of the tenderers and the amounts of all tenders will be entered in the record of tenders received.

15.3.2. All the Officers named above must initial all relevant pages of the tenders and sign the tender opening records.

15.3.3. A copy of the tender opening record will be passed to the Director for use in his evaluation of the tenders.

15.3.4. Where, as permitted under these Contract Procedures, a tender has been invited from only one contractor, the Director of Central Services or the relevant Director, as appropriate, may arrange for its opening as soon as it is received. The tender opening procedure will be in accordance with this Contract Procedure 15.
