TENDER PROCEDURES

19. ACCEPTANCE OF TENDERS

19.1. Tenders for Major Contracts :-

19.1.1. The Director will be authorised to accept the most advantageous tender, based on the outcome of the evaluation process set out in Contract Procedure 18.

19.1.2. This authority will not be subject to delegation to other Officers, other than to a relevant Head of Business Unit in urgent situations in the absence of the Director, when a report on action taken will be presented to the Director on his return.

19.2. Tenders for Minor Contracts :-

19.2.1. The Director will be authorised to accept the most advantageous tender, based on the outcome of the evaluation process set out in Contract Procedure 18.

19.2.2. This authority may be subject to delegation, as set out in Contract Procedure 3.1. However, the decision on tender acceptance must be taken by an Officer of appropriate seniority, not otherwise involved in the tender process.

19.3. Authority to accept any tender is conditional upon the expenditure having been approved and there being adequate budget to finance it.

19.4. Where, in accordance with these Contract Procedures, a single tender has been obtained, the above provisions as to acceptance will apply.

19.5. Approval to accept other than the most advantageous tender must be authorised by the Cabinet, on the recommendation of the Director, in consultation with the Director of Central Services.

19.6. The Director will report all decisions on the award of contracts to the relevant Cabinet Member.
