The corporate plan in any organisation is a key tool. It sets out where we are trying to get to, and what we intend to do to get there. It expresses the balance between aspirations, and what is feasible and can be afforded – and therefore reflects tough choices and decisions about priorities. It is a yardstick by which we can measure whether we are succeeding.

The Corporate Plan is a road map by which we communicate and steer the path we are taking. It gives everyone the big picture, by summarising at a high level the direction and the main actions that are planned. Bournemouth Borough Council’s Corporate Plan 2005/06 is no exception, and covers all of these the requirements and also goes further by meeting the statutory need for a Best Value Performance Plan.

It is aimed at a number of audiences:

The Bournemouth Partnership – to demonstrate to our partners the contribution that the Council will make to delivering the Community Plan.

Councillors – To enable elected Members to see the direction proposed, and to decide if it is right, or requires adjustment.

Staff – To give staff clear direction, and the opportunity to see the wood, as opposed to their own trees – i.e. to understand the connection between their own local plans, and how these contribute to the wider corporate objectives and priorities.

Other stakeholders – The plan is also aimed at assuring Government and other interested parties, such as the Audit Commission, that our plans are properly thought through, and contribute sufficiently to the shared improvement agenda agreed nationally with the Local Government Association; to the need for efficiency; and meet the Council’s statutory obligations.
