ENVIRONMENT AND ECONOMY SCRUTINY PANEL
TERMS OF REFERENCE

Environment and Economy Scrutiny Panel

Looks at Tourism; BIC/Pavilion; Planning and Transport; Technical Services

 

o       Role:

§         General

1.     Scrutinise decisions made or actions taken

in connection with the discharge of the

Council’s functions.

2.     Make reports and/or recommendations to

full Council and/or Cabinet in connection with

the discharge of the Council’s functions.

3.     Exercise the right to ‘call-in’, for reconsideration, decisions made but not yet implemented by the Cabinet.

4.     Help ensure Cabinet Members have an

opportunity to ‘air’ issues before sending them

to Cabinet or elsewhere – done through

combination of Cabinet Member questions and Cabinet Member progress report.

5.     The Health Scrutiny Panel will undertake

the powers of Health Scrutiny under the Health

and Social Care Act 2001:

a.     To scrutinise the provision of Health Services in Bournemouth by the Primary

Care Trust, NHS Trusts and the work of

the Strategic Health Authority.

b.     To take into account cross-boundary

issues, especially in relation to Dorset,

Poole and West Hampshire and to

co-ordinate the programme for

scrutinising health with neighbouring authorities.

c.     To consult with other local authorities

as appropriate when considering cross-boundary issues.

§         Specific

1.     Question Members of Cabinet and/or Chief Executive and/or Executive Directors and/or

Heads of Business Units on issues and proposals affecting the Council’s area; or about their

decisions and performance, whether generally

in connection with Service Plans and targets

over a period of time, or in relation to particular decisions, plans or projects.

2.     Scrutinise decisions made by, and

performance of, the Cabinet, Chief Executive, Executive Directors and Heads of Business Units, both in relation to individual decisions and over time.

3.     Make recommendations to the Cabinet

and/or full Council arising from the outcome

of the scrutiny process through the Overview

Board.

4.     Question and gather evidence.

5.     Scrutinise the performance of any function

which is the responsibility of the Council. 

6.     Set own work programmes.

7.     Outputs will be reported to the Overview

Board which can then consider the need for

review and cascade requirements to the

Overview Panels.

8.     The Health Scrutiny Panel will also apply 1 to

7 above in relation to the providers of health

services in Bournemouth.

 

§         Scope/terms of reference – reflecting the

cluster responsibilities for the Council’s

Executive Directors and the legal requirements

for the scrutiny of Health issues affecting Bournemouth.
