1.6 Other Sports and Recreation Facilities

1.6.1 Ice Rink

The Household Survey of 1999 revealed the continuing desire for ice rink provision in the town. Whilst the Council is not in a position to fund a rink, it wishes to encourage private investors to consider the funding and management of such a facility either in Bournemouth or in the wider conurbation.

POLICY STATEMENT F
"The Council recognises the support for an ice rink of a minimum size of 56m x 26m in the Bournemouth/Poole area and wishes to encourage potential funding and management of such a facility by the private sector".

1.6.2 Cycling

There are various types of cycling provision catered for in the town. The cycle track at Winton Recreation Ground provides a base for the growing Bournemouth Arrows Cycling Club. The track is satisfactory for training and recreational use but it is not appropriate for competitive use. Discussions continue with Bournemouth Arrows Club to look at improving the provision of the cycle track whilst maintaining the impact on the cricket outfield at the site.

The 1996 Leisure Strategy expressed the need for a closed road circuit in the Bournemouth/Poole area, a need which continues to be unmet following the failure to achieve its inclusion in the Canford Park (Moortown Aerodrome) redevelopment.

BMX cycling facilities are operated at Iford Playing Fields under licence by the Bournemouth BMX Club. The Club is very popular and has successfully hosted the British Championships. Potential expansion of playing pitches at Iford would necessitate the relocation of the BMX Club, with Kings Park as the potential new site.

The development of cycling is highlighted in the Bournemouth Local Transport Plan. There is a significant opportunity for open spaces and the seafront to contribute to achieving an effective, safe network of routes for cyclists and pedestrians, through the provision of Greenways to places of work and leisure, including leisure centres and the countryside adjacent to the Borough. Improved cycle lanes and cycle links were identified as a high priority by residents in the 1999 Household Survey and in the Cultural Strategy consultations.

POLICY STATEMENT G - CYCLING
"The Council recognises the popularity of all forms of cycling and wishes to encourage the development of cycling opportunities within Bournemouth and the surrounding area, including better access to both formal and informal leisure facilities"

OBJECTIVES

G.1 To encourage and support local clubs that develop opportunities for cycling.

G.2 To support upgrading of the Winton Track, the potential relocation of the Iford BMX Track to Kings Park and achievement of a 1.5 km multi-purpose road circuit/MTB/grassed area facility in the conurbation.

G.3 To reinforce the Council's commitment through the Local Transport Plan to the development and implementation of cycling links and routes across the town and adjacent Boroughs and to the provision of appropriate cycle parking arrangements at leisure sites.

1.6.3 Athletics

Kings Park Athletic Centre is the major provision for athletics in the conurbation and is considered by Sport England and the British Athletic Federation to be of regional significance.

The Stadium is reasonably well utilised for club athletic meetings and school meetings though Bournemouth Athletic Club recognises the need to increase utilisation on training nights and weekday evenings during the season and is currently finalising its development plan. A Lottery Bid for the extension of the facilities to provide an eighth lane, a floodlighting scheme to competition standard and improved practice area facilities was approved in 2003.

POLICY STATEMENT H - ATHLETICS
"The Council supports the development of Kings Park Athletic Centre as a major centre for athletics within the region."

OBJECTIVES

H.1 To maintain the athletic track and ancillary provision to a high standard.

H.2 To support the expansion of the facilities to include an eighth lane, a floodlighting scheme to competition standards, safety improvements for the jumps and throws areas and improved practice facilities.

H.3 To encourage Bournemouth Athletic Club to increase its membership and be more proactive in development opportunities for athletics within the Borough.

1.6.4 Basketball

The 1996 Strategy recognised the fast growth in basketball and recommended the provision of outdoor basketball backboards across the town. However, in five years the demand has dropped and the use of the outdoor practice basketball boards and rings is very low. The development of basketball lies within the provision of indoor leagues and coaching opportunities based around Sir David English Sports Centre and Bournemouth University.

POLICY STATEMENT I - BASKETBALL
"The Council will continue to monitor the demand for outdoor recreational basketball, particularly by young people in Bournemouth."

OBJECTIVE

I.1 To work with local basketball clubs to facilitate and respond to demand for outdoor basketball provision.
