Joy Postings is the Service Director for Law and Governance.
The Service Unit aims to ensure that the Council and staff receive robust and effective professional advice and support. It also provides a variety of services direct to the public.
Law and Governance supports the development of Corporate Governance across the Council. Governance is about how the Council ensures it is doing the right things, in the right way, for the right people, in a timely, inclusive, open, honest and accountable way. We work closely with all Service Units across the Council and with Councillors to ensure excellent governance arrangements throughout the Council.
The Service Unit provides the following services:
The Service Unit Director is the Council's statutory Monitoring Officer. The Legal Services Manager is the Deputy Monitoring Officer.
Every Council must appoint a Monitoring Officer. The Monitoring Officer is responsible for ensuring that decisions made by the Council, Councillors, Cabinet portfolio holders or officers are lawful, open, transparent and not likely to give rise a finding of maladministration.
Additionally, the Monitoring Officer supports the Standards Committee in promoting high standards of conduct by Councillors. This includes dealing with complaints and arranging investigations, mediation and training.
