Electoral Registration Officer

The Electoral Registration Officer of Bournemouth Borough Council is Tony Williams|, the Chief Executive. His statutory obligations with regard to the annual Register of Electors are carried out by staff in the Electoral Services Office.

Register of Electors

The Register is currently available for inspection at the Town Hall, Bournemouth and also some Branch Libraries| in the borough. Under new Regulations, inspection must be supervised and copies are not permitted to be taken other than by handwritten means.

Facts and Figures

  • On average, some 40,000 amendments have to be made to existing computer records in compiling the annual register.

  • There are in excess of 86,000 households included in the register and a separate registration form has to be delivered to every one of them annually; it is usually necessary also to send out approximately 20,000 reminder forms.

  • The overall response rate to the annual register canvass is usually in the region of 95%, which still leaves nearly 4,000 households unaccounted for.

Rolling Registration

There is now a system of registration in force in the U.K. which enables an elector to apply to be included in the register of electors at any time. As soon as you move to a new address, therefore, you can be added to the register almost straight away. The law still requires the Electoral Registration Officer to carry out an annual canvass, however, and, during September, October and November, the "rolling" system is suspended. The purpose of the annual canvass is to ensure that anyone who has moved during the year and who did not make a separate application is not missed off.
 
Under this system, Bournemouth Electoral Services receives between 700 and 1,000 applications for registration every month.
