Affordable Housing Development Plan Document (DPD)

 

As many people will be aware, affording your own home has become increasingly difficult in recent years. The lack of affordable housing is particularly acute in Bournemouth. Therefore, the need to increase the amount of affordable housing is a recognised council priority.
 
In response to this shortage the Council has prepared an Affordable Housing Development Plan Document (DPD)| as part of the Local Development Framework, which sets out how developers of residential schemes in Bournemouth will be required to contribute to the provision of affordable housing.

The Affordable Housing Development Plan Document (DPD) was adopted by the Council on 8th December 2009. The DPD has been amended to take into account the binding recommendations of the Inspector who held the independent examination on 30th June 2009. Please view the Inspector’s Report|

The DPD policy applies to all applications for residential development, including mixed-use schemes, that are registered on or after 4th May 2010.

 

Affordable Housing Supplementary Planning Document (SPD)

 An Affordable Housing Supplementary Planning Document - Advice Note for Developers was adopted by the Council on April 2010 and revised in November 2011.  This sets out in greater detail how the DPD will be implemented. Notes for Applicants

The following points are drawn to the attention of all applicants submitting applications for residential development where, in the applicant’s view, the proposals cannot support the full provision of affordable housing on the grounds of viability:

  • That all data (including financial data) submitted as part of a planning application will become public information once the application is registered.  In exceptional circumstances, the Council may agree that particularly sensitive information is excluded from this.  If you feel this applies to your case, please provide a statement setting out your reasons for this which needs to be forwarded together with the viability data submitted.
  • If the Council requires verification from the Council’s preferred verifier, the costs of verification will need to be borne by the applicant.
  • An administration fee will be charged in addition to the verification fee outlined above. All applicants progressing the viability route which will be charged at £200 plus VAT.  These costs can off-set as a development cost in the viability calculation.
  • The Council’s preferred independent verifier will determine the Council’s position on contributions.

  • In addition to information relating to viability the following additional supporting information will be required:

     

  • Architect plans and design and access statement (if proper to the actual application).
  • Schedule of dwellings including number, type and size (GIA) and commercial space.
  • Applicants assessments of values rents plus supporting evidence for both  private, affordable housing and commercial elements of the development.
  • Full build cost schedule including breakdown of site abnormals, including contamination etc and infrastructure costs with supporting evidence on costs.
  • Market value of the site including supporting evidence.
  • Full details of any other Section 106 and Section 278 costs etc.
  • Full development programme/cash flow including build period, sales programme and timing of section 106 payments/contributions etc.

Where a toolkit is not submitted, the Council will require applicants to submit the 'Development Appraisal Pro-forma|' in order that viability testing can still be undertaken.
