Geoff Salter BA MRTPI has been appointed by the Secretary of State to conduct the Examination. The role of an Inspector is to consider whether a document is: a) Legally compliant (i.e. meets the requirements of the Planning and Compulsory Purchase Act 2004 and associated regulations); and b) satisfies the criteria for soundness (i.e. whether it is justified, effective and consistent with national policy).
Miss Sarah Larkin is the Programme Officer for the Examination, assisting the Inspector with all procedural and administrative matters. For the purposes of the Examination she is acting as an impartial officer, under the Inspector's direction, rather than as an employee of the Council. As a result of the Exploratory Meeting held on Friday 20th January 2012, the Inspector has decided to progress the Core Strategy to examination stage.
The Inspector has provided a Guidance Note| setting out in full the procedures to be followed throughout the examination, together with a series of issues and a Examination Hearings Programme| for the hearing sessions. A four day programme was held from 13th – 16th March 2012 at the Premier Inn, Westover Road, Bournemouth commencing at 10am.
The Government has recently published the National Planning Policy Framework and Planning Policy for Traveller Sites. Representations on the matters raised in these documents as far as they relate to The Bournemouth Plan: Core Strategy / Town Centre AAP examination were invited by 27 April 2012.
The responses received that relate to The Bournemouth Plan: Core Strategy and the Council's statement of compliance can be viewed on the Core Strategy NPPF Comments| page.
The inspector has indicated it will be necessary to have a hearing session on the general topic of compliance of the Core Strategy / Town Centre AAP with government policy and potential main modifications to the strategy.
The hearing session will take place at 10:00 am on Friday 11th May in Royal Hampshire Room at the Town Hall, Bournemouth. The inspector will issue a detailed agenda for this session when he has received and considered all representations immediately after the close of the consultation.
