Local Development Framework


The Planning and Compulsory Purchase Act, which came into force in September 2004, replaced the existing system of Local Plans with a system of Local Development Frameworks. 

 

The preparation of local development frameworks is the responsibility of the District and Unitary Authorities.  The Council is now in the process of preparing an LDF and it will eventually consist of a series of planning documents that will set out the policies and proposals for the use of land.

 

The Local Developent Framework will be made up of the following parts:

  • The Bournemouth Plan : Core Strategy – Will set out the vision, spatial strategy and core policies for the development of Bournemouth. It is the central document in the Local Development Framework and all other documents making up the LDF must be in conformity with it.
  • Affordable Housing DPD - The Development Plan Document (DPD) aims to markedly increase the provision of affordable housing in Bournemouth by seeking a contribution towards affordable housing from every new development. The document was adopted by the Council on 8th December 2009. It applies to all applications for residential development, including mixed use schemes, that are registered on or after 4th May 2010. 
  • Town Centre Area Action Plan (AAP) - Will identify key areas of change and set out detailed policies and proposals in order to bring about the regeneration of Bournemouth town centre.
  • Gypsy and Traveller DPD - A Dorset-wide Gypsy and Traveller (including Travelling Showpeople) Site Allocations Joint Development Plan Document which sets out accommodation provision is being undertaken jointly by all Councils across Dorset.
  • Dorset Heathlands IPF - The Local Authorities across South East Dorset have worked together to produce a Dorset Heathland Interim Planning Framework document to mitigate the effects of residential development on the Dorset heaths. A Dorset Heathlands Joint DPD is being prepared by the Council in conjunction with the Borough of Poole, and Christchurch, East Dorset and Purbeck District Councils.
  • Development Plan Documents (DPD) – These set out the main strategy and policies for the  LDF.  A number of different strategic and detailed policy documents will eventually be  produced, covering a wide range of topics. Local Development Scheme (LDS) - sets out the programme and timetable for preparation of  the Local Development Documents over the coming years. 
  • Statement of Community Involvement (SCI) - sets out how the Council will engage with the  community and allow for participation in the planning process.
  • Sustainability Appraisal and Strategic Environmental Assessment (SA/SEA) - the policies and  proposals within the LDF must be appraised to ensure that they contribute to the aims of  sustainable development, and to identify any key environmental, social and economic  implications they may have.
  • Annual Monitoring Report (AMR) – this monitors the LDF and contains information on how the Council’s planning policies are performing against key indicators.
  • Planning Guidance – these are non-statutory documents which cover a range of issues and give more detailed information on the policies within the LDF.

The production of the above documents and policies is being overseen and advised by the LDF Steering Group|.
