Sustainability Appraisals


 

Sustainability Appraisal of The Bournemouth Plan.

In accordance with the Planning and Compulsory Purchase Act 2004 The Bournemouth Plan (Core Strategy) has been subject to a process of Sustainability Appraisal (SA).

 

The purpose of SA is to promote sustainable development to ensure that sustainability issues are taken into consideration when preparing plans. SA is a legal requirement under the European Strategic Environmental Assessment (SEA) Directive (2001/42/EC), transposed into UK law by the Environmental Assessment of Plans and Programmes Regulations 2004. The SA of the Bournemouth Plan has been subject to consultation at the Issues and Options and Preferred Options stages and separate SA reports were produced for each of those stages, published in August 2009 and June 2010 respectively. The Pre-Submission SA Report (below) records the SA/SEA process up to commencement of consultation on the soundness of the plan.

 

The LDF SA Scoping Report and this Core Strategy SA Report together meet the need for an ‘Environmental Report’, as required by the SEA Directive and Regulations, setting out the likely significant effects on the environment of implementing the plan and the reasonable alternatives that have been considered:

Local Development Framework Sustainability Appraisal Scoping Report

 

The first stage of Sustainability Appraisal (SA) is preparation of a Scoping Report, incorporating the requirements of the Strategic Environmental Assessment (SEA) regulations. The scoping report provides baseline data and key sustainability issues facing the Borough and also sets out how appraisals are to be carried out. It therefore provides a broad framework for sustainability appraisal of all the documents making up the Bournemouth Local Development Framework. Further relevant information particular to individual Local Development Documents will be presented in a separate SA report for each document.

 

The scoping report is a key document and will be updated at intervals to reflect changing baseline information and plans and the evolution of the SA system in practice:

Scoping Report for the Sustainability Appraisal of the Core Strategy and Bournemouth Town Centre Area Action Plan (AAP)

 

 

This report is a consultation document which was circulated to specialist (statutory) bodies in February 2009 for purposes of consulting on the scope of the SA and to enable the SA framework, baseline data and key sustainability issues in the LDF SA Scoping Report (see above) to be updated and further developed. The Scoping Report for the SA of the Core Strategy and Town Centre AAP was prepared at the Preferred Options stage as a joint scoping exercise to set the context for the preparation of the SA reports of both documents.

 

The LDF SA Scoping Report was updated and amended to reflect the changes that arose as the result of this consultation and it should be read in conjunction with this document:
