As part of the LDF, the Council has prepared a Statement of Community Involvement (SCI)|which encourages participation in the planning process. The document sets out how the community will be involved in, and consulted on, the preparation of the LDF and planning applications.
Bournemouth Borough Council formally adopted the SCI on 5th December 2006.This document will be used in the production of future documents prepared as part of the Local Development Framework process.
The SCI Adoption Statement| gives formal notice of the adoption; lists the locations where the document will be available for inspection; and sets out the procedure for pursuing a grievance under the Planning and Compulsory Purchase Act 2004.
Any person aggrieved by the SCI may make an application to the High Court under Section 113 of the Planning and Compulsory Purchase Act 2004 for a judicial review of the decision. Any challenge pursuant to Section 113 must be made on the grounds that the document is not within the appropriate power or a procedural requirement has not been complied with. Any such application must be made promptly and in any event no later than 5th March 2007.
A summary leaflet| of the SCI has been produced outlining the content of the main document. A free printed copy may be obtained from our Planning Policy section (see contact details to the right hand side of this page).
As well as stating how the public are able to become involved in the preparation of planning policy documents, it also briefly explains how to comment on planning applications or appeal against a planning decision. The leaflet is also available in large print or audio format, and can be translated into other languages. If further information is required on this, please contact us.
A proposed document was formally submitted to the Secretary of State and was subject to a 6 week consultation period which concluded 11th May 2006.
Following this period of public consultation, the SCI underwent a public examination on Tuesday 12th September 2006 to examine it’s ‘soundness’ and to consider objections received during this consultation period. The appointed Inspector (Mrs. M. Travers BA (Hons) DipTP MRTPI) has now written her report:
Statement of Community Involvement Inspector's Report|
The Inspectors report is binding, and sets out the changes that had to be made to the SCI before adoption as a result of the examination process.
