If your income, savings or investments are too high to qualify for main Council Tax Benefit, you may be able to claim Second Adult Rebate as long as you have at least one non-dependant adult, who is on a low income, living with you. Even though Second Adult Rebate is based on the income & circumstances of the second adult(s) it is the bill payer who must apply.
Second Adult Rebate enables you to claim up to 25% off your Council Tax Bill depending on the circumstances & income of the second adult(s) resident. This can rise to 100% in some cases, where certain conditions are met.
A second adult is normally a non-dependant adult such as an adult son or daughter.
A second adult cannot be a partner or someone who is resident on a commercial basis i.e. paying rent such as a lodger or boarder.
A person who is 'disregarded' for Council Tax purposes also cannot be a second adult, this includes amongst others people aged under 18, full-time students or people who are severally mentally impaired.
