County level planning includes the following:

·         Structure Plan review (including deposit Replacement Structure Plan)

 

 

Adopted Structure Plan

The Bournemouth, Dorset and Poole Structure Plan (CSP28) was adopted in July 2000 and sets out County level planning policy. The details of how the document was prepared and who was involved are outlined below.

 

Those involved with the Structure Plan

Bournemouth and Poole Borough Councils, together with Dorset County Council, are responsible for preparing the Structure Plan for their combined area, that is the geographical area of Dorset. A committee, the Bournemouth, Dorset and Poole Structure Plan Joint Committee, has been set up to prepare and monitor the Plan. It comprises six members from each of the three authorities. An Officers' Steering Group supports its work and facilitates co-operation and the allocation of work between the constituent authorities. It advises the Joint Committee on all matters relating to its work and manages the strategic planning staff.

 

Preparing the Structure Plan

The timetable for the preparation of this Plan has been:

  • Consultation Draft (CSP20), November 1994
  • Deposit Plan (CSP21), January 1996
  • Examination in Public, October and November 1996
  • Publication of the Panel's Report, January 1997
  • Proposed Modifications (CSP's 25,26 and 27), February 1998, November 1998 and March 1999
  • Adoption, July 2000 (conforming with the Regional Planning Guidance published in July 1995)
  • Publication of the Structure Plan document, CSP28, comprising the Written Statement and Explanatory Memorandum, February 2001

The adopted Structure Plan document (CSP28) is available for £12.50 plus £3.10 p & p from Planning and Transport at the Town Hall Annexe.

 

The Structure Plan and Bournemouth

The main features of the Bournemouth, Dorset and Poole Structure Plan as far as it affects Bournemouth are:

  • maintains the position that the Bournemouth/Poole continues in its international, national, regional and county role 
  • directs new housing growth to the conurbation and main towns of the County 
  • maintains the importance of the South East Dorset Green Belt 
  • proposes about 20 hectares of land to be developed for employment use to be developed between 1994 and 2011 
  • seeks to direct new employment uses to locations well-related to residential areas and associated facilities and with good access by public transport 
  • identifies Bournemouth International Airport as the major employment growth point for South East Dorset 
  • directs new office floorspace over 2,000 square metres to the Bournemouth Town Centre, the Lansdowne/Central Station area and Castle Lane East 
  • provides for major new tourist attractions in the conurbation 
  • proposes about 12,400 new dwellings for the period 1994 to 2011 
  • reserves corridors for the A3060 Castle Lane West Relief Road and the A341 Kinson Bypass 
  • deletes from the Structure Plan the Branksome and Wallisdown Relief Roads, the A 347 New Road Improvement and the Iford Improvement 
  • concentrates bus priority measures in the conurbation and main towns 
  • seeks to implement integrated car parking strategies in the conurbation 
  • introduces a network of safe pedestrian and cycle routes in the conurbation 
  • proposes that the facilities at Bournemouth International Airport be improved 
  • protects areas of significance for wildlife 
  • seeks to maintain and enhance the quality of life in the urban areas 
  • protects urban open spaces and seeks a network of open spaces within the conurbation
