The need to monitor the LDF, and its predecessor, the Bournemouth District Wide Local Plan, has been recommended for some time. The introduction of the Planning and Compulsory Purchase Act 2004, brought the requirement to make an annual monitoring report to the Secretary of State containing information on the implementation of the local development scheme (LDS) and the extent to which the policies set out in local development documents (LDDs) are being achieved.  PPS 12 ‘Local Development Frameworks’, ODPM, September 2004, which replaced PPG12, sets out the key policy requirements in terms of LDF monitoring and annual monitoring reports.

From December 2005, local planning authorities are required to publish an annual monitoring report under regulation 48 of the Town and Country Planning (Local Development) Regulations 2004.  The monitoring report is the subject of a Best Value Performance Indicator (BVPI), number 200c.  This requires the ‘local planning authority to publish an annual monitoring report by 31 December of each year’.

Annual Monitoring Report for 2006/07

The 2006/07 monitoring report was agreed by the Council's Cabinet on 21 November 2007.  The report contains information relating to the monitoring of the Local Development Framework (LDF).  Included are details of completions on residential land and on employment sites, together with information relating to other aspects of the LDF.  The data used in this report relates to the year ending 31 March 2007 although, where appropriate, longer periods are reported.
