Measures such as 20mph speed limits, pedestrianisation, environmental enhancement schemes will aim to give the priority to people using or living in the area rather than to the motor car. These measures are more suited to residential areas, school areas and leisure uses.

Using accident land and land-use projections to target residential areas, schools and leisure sites and introduce Home Zone and Vehicle Restricted Areas. Encourage all new residential development to put greater emphasis on communities and the needs of cycling and pedestrians.
