PERFORMANCE MONITORING

In order to ensure that each provider and service is adhering to the terms of the contract and continuing to deliver high-quality support, every service is monitored through quarterly Performance Indicator Returns.

These give regular feedback to the team on service utilisation, support hours, move-ons and other indicators which the Supporting People team scrutinises to check that services are performing to standard. The information contained in these reports is fed back on a quarterly basis to the CLG.

About the PI returns

The returns are made using a Microsoft Excel workbook which has guidance available from the DCLG and Bournemouth SP on how to complete it. There are also some answers to the most Frequently Asked Questions (FAQs).

For those small- to medium-sized providers the DCLG has developed a Record Keeping workbook, which is designed to aid the record keeping which goes to completing the workbook each quarter. It is by no means compulsory to use this workbook, but some providers have found it helpful. If you would like a copy please contact the team.

Collecting the returns

The Bournemouth Supporting People Team uses a sophisticated internet-based system, called Envoy, to collect these returns from providers and send them directly to the DCLG.

There is both full and quick guidance available for providers to access Envoy.

Deadline dates for quarterly returns are below. Please note that providers are given a full two weeks after the end of each quarter in which to submit returns.

Under the terms of the contract, SP Providers are required to submit Performance Monitoring data in the correct format and within set deadlines.

DCLG National Outcomes Framework

The Department for Communities and Local Government has rolled out a National Outcomes Framework for short- and long–term services.

The outcomes forms should be sent electronically to St Andrew’s University in the same way as the client record forms that are currently sent.

Bournemouth Supporting People Service Target monitoring

The need to develop more effective methods to monitor outcomes for service users is a key requirement for Bournemouth Supporting People and with this in mind a suite of local targets have been developed and agreed in conjunction with providers and service user groups and have been incorporated in service specifications for steady state contracts.

The Bournemouth SP Team has been issuing Steady State contracts for all services and it is the Team’s intention to monitor the new targets on a quarterly basis as per the existing PI returns.

A monitoring sheet has been developed in order to record these target outcomes. The new service targets do not duplicate the existing PI returns, and the Supporting People Team has taken care to ensure that the new system is simple to use in order to avoid any undue administrative burden for providers. The sheet is in Microsoft Excel format and has been developed so it is similar in appearance and functionality to the existing PI workbook used by providers.

The Team has also developed guidance notes on how to complete the sheet. If you have any queries about completing your sheet, which will have been emailed to you, you should contact your relevant Contract Officer immediately.
