When Supporting People was launched in April 2003, the team reviewed the services that were already available in Bournemouth, looking at quality, cost effectiveness and demand. From this process ‘steady state’ contracts were negotiated with providers.
Once the initial stage of service reviews had been completed, it was recognised that there was a need to review what services are needed and wanted within Bournemouth. To find this out Supporting People, in conjunction with relevant stakeholders, undertook a series of ‘sector reviews’.
A ‘sector’ is a group of services for a particular client group funded by Supporting People, such as services for people with mental health problems, services for people with learning disabilities or services for older people with support needs.
The reviews looked at areas such as:

What provision is already available?

What do Service Users and other relevant stakeholders think about the current provision?

Does the current provision need restructuring to meet the requirements of Service Users and stakeholders?

What services should be commissioned for the future?

Should funding be reallocated across the differing client groups?
The desire is to more closely meet the needs of the local population and ensure that the widest range of housing and support options are commissioned within the available resources and that these match future needs and targets.
All sector review reports have been completed, made available for consultation and finally approved by the Commissioning Body.
