No – A payment received for a Penalty Charge Notice closes the case as liability for the ticket has been accepted by the owner/keeper/driver of the vehicle. Therefore you cannot challenge a case closed. You should therefore consider carefully if you wish to pay or challenge the issue of the Penalty Charge Notice.

I do not have all the money required to settle the Penalty Charge Notice in full?

It is not Council policy to allow payment in instalments. No payment plans can be set up and no income and expenditure forms can be issued to access your ability to pay the Penalty Charge Notice.

It should also be noted that any amount received by the Council that does not satisfy the Penalty Charge Notice in full will not prevent the Penalty Charge Notice progressing in line with normal Penalty Charge Notice procedure.
