1.0 DELEGATIONS TO THE HEAD OF INFORMATION, CULTURE AND COMMMUNITY LEARNING
1.1 Under the Council's Acquisitions and Disposals Policy:-
(a) to accept or reject gifts and bequests to the Borough's Museum Collection within the terms of the policy;
(b) to purchase items within the terms of that policy up to a limit of £10,000.
1.2 To select works for exhibitions.
1.3 In consultation with the Head of Law and Corporate Governance to take the necessary action in respect of the contravention of Byelaws as to the Museum and Art Galleries.
(N.B The authority to enforce the provisions of the byelaws is also hereby granted to the Head of Information, Culture and Commmunity Learning, the Senior Curator, the Senior Arts and Museums Officer and all Museum Assistants.)
1.4 To waive the charge for the use/hire of the Museum for charitable or other non-profit making events.
1.5 To book artistes and to set ticket prices for concerts/events and exhibitions.
1.6 In accordance with the Financial Framework, authority to make applications for grants, including grants from the National Lottery distributors, providing any matching funding from the Council is available within approved budgets.
1.7 In consultation with the Head of Resources to negotiate commercial rents and leases.
1.8 In consultation with the appropriate Cabinet Member and Ward Councillors, to approve changes in library hours of opening and consequential variations in establishment of staff.
1.9 In consultation with the Head of Resources to negotiate commercial rents and leases and to determine minor agreements.
1.10 Purchase of books and other library stock.
1.11 To operate the collections and disposals policies of the Bournemouth Library Service.
1.12 Selection of furniture, fittings and equipment, goods and services for libraries.
1.13 (a) In consultation with the Head of Law and Corporate
Governance to take the necessary action in respect of the
contravention of Library Byelaws and Regulations and the
Head of Law and Corporate Governance be authorised, if
necessary, to institute legal proceedings in this respect.
(b) The authority to take the necessary action to
enforce the provisions of the Byelaws is also hereby
granted to the Head of Information, Culture and
Commmunity Learning and all staff designated as Library
Officers for the purposes of the Public Libraries and
Museums Act 1964.
(c) The delegation to the Head of Law and Corporate
Governance to take the necessary
action and to institute legal proceedings, is also hereby
granted to the Principal and Senior Solicitors.)
1.14 Authority to write off fines for overdue library books.
1.15 To deal with routine applications for loan of equipment.
1.16 In accordance with the Financial Framework, authority to make applications for grants, including grants from the National Lottery distributors, providing any matching funding from the Council is available within approved budgets.
1.17 To negotiate and approve bookings for events/exhibitions including the setting of admission charges where appropriate.
2.0 WITHDRAWAL OF AUTHORITY
2.1 The authority to exercise any of the above delegations, may be withdrawn at any time by the Head of Business Unit.
