Bournemouth Borough Council's first Leisure Strategy was adopted in 1996. The Leisure Strategy reviews the key strategic issues facing Bournemouth Borough Council's Leisure Services over the next five years.

The strategic context for the Leisure Strategy is based on -

i) National and Regional Government's agendas

ii) The Bournemouth Partnership's Community Plan and related strategic partnerships.

iii) Bournemouth Borough Council's key planning documents -

• Best Value Performance Plan and key Cultural performance indicators.
• Cultural Strategy
• Local Transport Plan
• District Wide Local Plan

iii) Leisure Strategy 1996

iv) Representative views of users and non-users and the private, public and voluntary sector providers of leisure services.

These contextual factors at a national, regional and local level set the background in which the Council's Leisure Services can strategically plan for the future.

The strategy will be kept under review in the context of changing circumstances, such as the emerging Local Development Framework.

The scope of the Strategy is similar to 1996 with the service areas being managed within the Council's Leisure Services business unit.

As in the 1996 Strategy, this Strategy has two sections - 'Facility Development' and 'Leisure Development'. The Topic Areas in each section reflect the themes within the Cultural Strategy.

In preparing the new strategy, desk and field research was undertaken in two stages:-

A review of the 1996 strategy's principles, policies and recommendations identifying which strategic issues were still relevant, what has changed and what new issues are having to be faced.

A review of recent desk and field research including -

• Cultural Strategy - strategic workshop outcomes, household survey work carried out in February 1999, and the key issues and objectives set out in the draft strategy.
• Utilisation patterns for leisure facilities
• Draft South East Dorset Playing Pitch Strategy
