Mike Holmes is the Head of Planning & Transport, which comprises of:
Building Control
The Building Control function is managed by Ian Butterfield and has responsibility to the Statutory Planning Board for processing and determining around 2000 applications under the Building Regulations each year; for checking building work undertaken on site; for dealing with dangerous structures; demolitions; fire safety matters; safety at sports grounds; certain licensing matters; and access for the disabled.
Economic Development
The Economic Development team is led by John Wicks and has responsibility for providing services to meet several key Council objectives under the topics of Regeneration; Business Support and Liaison; Inward Investment; Research and Information; European and International matters including the South Coast Metropole Partnership.
Planning control
The Planning Control Section is led by Bob Johnson, and has responsibility for registering, processing, determining about 2600 planning and related applications each year through delegated powers or reference to the Planning Board. In addition, the Section has responsibility to the Planning Board for the enforcement of planning control; the investigation of complaints about alleged unauthorised development; the checking to see that conditions attached to planning permissions have been complied with; the preparation of Tree Preservation Orders. Performance in relation to Government targets contributes directly to the Council's Comprehensive Performance Assessment (CPA) score.
Planning policy and Sustainability
Phil Robinson is the Manager of Planning Policy, Conservation & Design Section which has responsibility to the Council through the Cabinet for the ongoing monitoring and review of the Bournemouth, Dorset and Poole Structure Plan; the Bournemouth District-Wide Local Plan; the Bournemouth, Dorset and Poole Waste Local Plan; other policy documents; corporate as well as research; environmental enhancement and urban regeneration projects; design and development briefs; conservation area appraisals; and the protection of listed buildings. In addition, through the Planning Board, there is responsibility for conservation area and listed building applications. A Waste Strategy is being developed with other Business Units.
Transport
Geoff Turnbull manages the Engineering Section that deals primarily with traffic and transportation, and also with highway management and improvement, land drainage and coast protection. The section fulfils the Council’s statutory duties as Highway Authority. A major feature of this work is the Bournemouth, Poole and Christchurch Local Transport Plan (LTP), a joint document involving the Borough of Poole and Dorset County Council. Not only does it result in substantial capital funding from Government but the performance score given for the LTP also contributes to the Council's Comprehensive Performance Assessment (CPA) score. The LTP seeks to address key Government priorities for improving access to jobs and services; improved public transport; reduced congestion; better road safety and less pollution. Current work involves the preparation of the second LTP for 2006 - 2011.
