Proposed changes to Permitted Development from October 1st 2008

Permitted development is development that can be undertaken without the need for a planning application to be submitted to the local planning authority.

The Government have put forward proposals to change the requirements for Permitted Development from 1st October 2008. This is to give as much freedom as possible for people to extend their homes, such as building extensions and loft conversions, particularly given current pressures in the housing market. .

Regional Spatial Strategy Proposed Changes


The Secretary of State for Communities and Local Government has now published Proposed Changes to the draft Regional Spatial Strategy.  The documents for consultation and all supporting documents including the Sustainability Appraisal and Habitats Regulation Assessment are available on the Government Office for the South West website

Open Space and Recreation Supplementary Planning Guidance (SPG)

Revised contribution levels come into effect for planning applications received on or after Thursday 1st May 2008

The Open Space and Recreation SPG was adopted in 1999 and expands upon Policy 7.21 of the adopted Bournemouth District Wide Local Plan. The SPG sets out the range and type of open space and recreation facilities required in the Borough based on the Leisure Strategy. The SPG also sets out the levels of financial contribution to be paid by developers of new residential accommodation in lieu of on-site provision of facilities.

The financial contribution payable by developers was increased in November 2006 to reflect the increased cost for Leisure Services of providing open space and recreation facilities.  However, we will continue to update the SPG every financial year to ensure that contributions stay in line with inflation.  Paragraph 8 of Appendix B (p8) of the SPG makes provision for the financial contributions to be indexed linked and the SPG updated to take this into account.

Therefore, the financial contributions have been changed as follows:

Contribution per flat from: £598.11 to £620.84
Contribution per house from: £929.22 to £964.53

The revised contribution levels will come into effect for planning applications received on or after Thursday 1st May 2008.

Bournemouth Launches 1APP

The new Standard Application Form (1App) for submitting planning applications came into use at Bournemouth on Monday 3rd March 2008. This will become the only legal way of submitting a planning application within England with effect from the 1st April 2008 (except for mineral apllications).

Changes to Bournemouth's Pre- Application Advice Service

The Planning Board recognises the importance of the Council offering a comprehensive and professional pre-application advice service to applicants. The current free service for the provision of this advice has been withdrawn and revised guidelines are now in place.  A Planning Advice Note explaining these changes and the new adopted charging scheme, can be viewed by following the link below.

Interim Planning Framework: Developer Contributions for Transport Investment

Bournemouth Borough Council has produced an Interim Planning Framework for Developer Contributions Towards Transport Investment. The purpose of the framework is to ensure that adequate funding is received from developments to mitigate their cumulative effects on the transport network.

The Interim Planning Framework was adopted by the Council at its Cabinet Meeting on 10 October 2007 to apply to all qualifying applications submitted after 1 December 2007.

Strategic Housing Land Availabilty Assessment

To comply with Planning Policy Statement 3 'Housing' a schedule of sites available for residential development over the five year period 2007 to 2012 has been prepared.

Retail and Leisure Capacity Study 2007

GVA Grimley Planning Consultants were appointed to undertake a retail and leisure study for Bournemouth Borough. The study will be used to inform the development of retail and leisure planning policy in the Local Development Framework.

Local Development Scheme (LDS) Update

The Council has prepared a Local Development Scheme (LDS), which sets out the timetable for preparation of the Local Development Documents over a rolling 3 year period.

Mid Year Estimates 2006 and revisions

The mid-year population estimates (MYEs) have been revised as a result of changes to the way ONS apportion international migrants.  As a result of this, the population of the borough is fewer than under the previous methodology.  The MYEs for 2002 to 2005 have been revised and it is these figures which should be used now when quoting recent population figures for the Borough.

New Planning Policy for Gypsies and Travellers

The government is committed to ensuring that members of the gypsy and traveller community have the same rights and responsibilities as every other citizen. The government now expects local authorities to take the lead in assessing the needs of gypsies and travellers alongside the needs of the settled population and to ensure that those needs are reflected in statutory planning documents.

The South West Regional Assembly is carrying out public consultation into the number of new pitches required to meet the need for Gypsy and Traveller accommodation across the region down to local authority level. This is part of the statutory Regional Spatial Strategy process.

The consultation is between 8th August and 31st October 2007 with responses to be sent to an independent Panel.
