Interim Terms of Reference Awaiting the Introduction of Safeguarding Boards
Aim
To promote the protection of children and identify ways in which this can be achieved by parents, people with parental responsibility, schools, voluntary and statutory agencies and the public at large.
Objectives
Provide a forum for consultation between all involved in the management of child abuse
Ensure that a child protection register is maintained and monitor its use
Establish, maintain and review local inter-agency guidelines on procedures to be followed in individual cases
Receive reports of the work of the standing sub-groups. The standing sub-groups will be:
policy
governance
community awareness
training
serious case review
Periodically review the terms of reference of this ACPC and all its sub-groups
Ensure that the appropriate sub-group considers Reports of Inquiries and HM Inspectorate
Ensure liaison with other Area Child Protection Committees where necessary, including procedures for continuity of care when the family moves to another area
Bring to the attention of local agencies and Central Government Departments policy and resource issues arising out of local policy and practice development
Consider ways of making it known to the general public how agencies may be informed about children thought to be in need of protection
Agree, and be responsible for any budget provided for its purpose
Prepare an annual business plan for submission to the Secretary of State
Membership
The Area Child Protection Committee comprises personnel, sufficiently senior within their agencies, to speak and decide on their agencies' behalf at an agreed level without referral on matters involved in the prevention and management of child abuse within the boundaries of Bournemouth.
Accountability
The ACPC is accountable to the agencies which make up its membership. These agencies are jointly responsible for ACPC actions.
