What will be changing on 31 March?
Parking Attendants will become known as Civil Enforcement Officers
They will be able to issue Penalty Charge Notices (PCNs) to people parked on pedestrian crossings (before only the police could do this).
PCNs will no longer be £60 but £70 (£35 if paid within 14 days) for more serious offences like parking in a bus stop, disabled bay or double yellow lines, or £50 (£25 if paid within 14 days) for less serious offences like overstaying on a pay and display bay.
New powers for Civil Enforcement Officers to inspect Blue Badges to ensure that the blue badge holder is present
We will be publishing a 'Parking Annual Report' before the end of the year setting out parking enforcement objectives and reporting on parking issues and projects of the last year.
Parking Adjudicators will be able to refer cases back to the council and the 'National Parking Adjudication Service' (NPAS) which looks at appeals independently from the council will be called the 'Traffic Penalty Tribunal'.
What will be changing at a later date?
The Traffic Management Act gives Civil Enforcement Officers powers to issue PCNs for...pavement parking, double parking, parking on dropped kerbs. The Department for Transport will be confirming the type of signage required for these offences in due course so that we, along with other local authorities, will be able to enforce these contraventions for the first time.
A new power to issue PCNs by camera for parking contraventions comes into force. At present the council aims is to keep the borough’s bus lanes clear using cameras but enforcement using evidence produced by cameras may be introduced at a later date. This power will also enable the Council to enforce yellow bus junctions and other moving traffic contraventions.
a new power to issue a PCN by post if the vehicle has driven away or the Civil Enforcement Officer was prevented from issuing the PCN comes into force. The Council plans to adopt this power shortly.
